This collaborative program between HUD and VA combines HUD housing section 8 vouchers with VA supportive services to help Veterans who are homeless and their families find and sustain permanent housing.
HUD provides rental assistance vouchers to Northampton Housing to subsidize rents of privately owned housing for Veterans who are eligible for VA health care services and are experiencing homelessness.
VA case managers connect these Veterans with support services such as health care, mental health treatment, and substance use counseling to help them in their recovery process and with their ability to maintain housing in the community.
Among VA homeless continuum of care programs, HUD-VASH enrolls the largest number and largest percentage of Veterans who have experienced long-term or repeated homelessness.
Northampton Housing Authority administers 346 VASH vouchers.

Supportive Services for Veteran Families (SSVF) Program at Soldier On is a door-to-door outreach campaign assisting veterans and their families who are homeless or at risk of becoming homeless. The outreach program aims to assist veterans and their families before they become homeless in New York State, New Jersey, Pennsylvania, and western Massachusetts. Soldier On provides in-home case management, referral services, and temporary financial assistance for housing to veterans facing homelessness. The Gordon H. Mansfield Veterans Community is named for Gordon H. Mansfield, former Deputy Secretary of Veterans Affairs. A highly decorated Army veteran of two tours of duty in Vietnam, Mr. Mansfield was appointed to the position of Deputy Secretary of Veterans Affairs in November 2003 and served until January 2009. Mr. Mansfield, a Pittsfield native, served as Assistant Secretary for Fair Housing and Equal opportunity at the Department of Housing and Urban Development from 1989 to 1993. While serving as company commander with the 101st Airborne Division during his 2nd tour in Vietnam, he was wounded during the TET Offensive of 1968, sustaining a spinal cord injury. For his actions, he was decorated with the Distinguished Service Cross, the second highest personal decoration for valor in combat.
Northampton, MA (Leeds)
Soldier On built 44 permanent ownership units on the campus of the Veterans Affairs Medical Center in Leeds, MA. Each unit contains a kitchen equipped with a stove top, a convention microwave open, and refrigerator with a living area and separate bedroom. Occupancy of the 44-unit cooperative began in August 2016. Northampton Housing has project based section 36 vouchers allocated to this development.
Agawam, MA In September 2017, Soldier On opened 51 permanent housing units in the newly renovated former Western Massachusetts Regional Police Academy at 702 S. Westfield Street in Feeding Hills, MA. Northampton Housing Authority administers projected based vouchers for all 49 of the apartments at this development.
Northampton Housing Authority is currently looking to offer 10 project based vouchers to Soliders On for women Veterans.
The property address is 402 West Housatonic street, Pittsfield, MA. The property includes 1.6-acres of land located on the north side of west Housatonic St., just west of the driveway to the Soldier On Veteran’s Village residential housing project.
The project calls for demolition of the existing house, shed and garage and construction of a new 2-story, 14-unit residential building for women Veterans. The building will be constructed in the same general location as the existing house. The new building will feature the following:
A new sidewalk will connect the project with the adjacent Veteran’s village project located at 360 West Housatonic Street.
Support services will be provided by current Soldier On staff.
The proposed building is intended to be a two-story structure with a sloped roof. The overall building height and roof slopes are like the structures located on the adjacent Gordon Mansfield Veterans Village. Offsets in the building footprint and changes in projections from the first to second floor provides both visual interest as well an opportunity for distinct covered entrance locations. Exterior materials were selected for compatibility with the adjacent property and long-term durability. The materials generally include architectural asphalt roof shingles, fiber cement plank siding, vinyl windows and composite Trim.
